Diplomacy of a VETO

How can you discuss the lack of diplomacy, when a country with VETO power on the UN security council, promised to veto ANY resolution that could force IRAN to comply. Was the French position one of compassion, I doubt it it was purely $$$ Fina and the Iraqi oil, to selling military parts. It would not surprise me to find many high tech items for warfare with made in France there.
