Daisy, what we see today is the result of "diplomatic efforts" by the EU and others, including Kofi Annan.
Check out today's opinionjournal.com.

Kofi Annan wants the UN to run the world, but he can't solve Darfur and finally he had to beg George Bush (the same man he reviles) for help.

Our aversion to confrontation was used against us, just as it was used against Neville Chamberlain. "Peace in our time" is a mirage now, just as it was then. Europe will eventually pay the price for dithering, just as it did in the 1930s.
Unfortunately, we'll be called on to chip in.
