Ibn Katheer did not have this opinion , he said that others believe what you said

But he was of the opinion that it is not to fight or kill those who do not wish to enter Islam.

Prophet Muhammad one time asked a person to enter Islam, he refused, he said he was not convinced, the prophet did not do any thing to him

Fighting is always against those who make corruption and mischief in the land, not because they do not enter Islam, or refuse to enter Islam. it is up to him as long as he keeps it to him and keep quiet about his and does not smear Islam in public - if he does so, then Muslims must fight him.

an apostate is not to be killed or fought unless he boast about his apostasy in public and speak against Islam. - such as you
