This does not prove that Islam condones it. The majority of the 'real' Muslims and Islamic Scholars would not support such acts. Anyone can find psychos in any part of the world, regardless of their religion, race, or creed, but that should not blot the whole nation or religion, because these people with mutilated ideas certainly do not represent all others.

People do a lot of strange and unacceptable things in the name of religion, and it is not only Islam. It's just that unfortunately 'Islamic' incidents have a lot more media coverage :). No one can claim that they have searched high and low and every nook and corner of the world of Muslims and found that all of these people behave in the same way, understand things in the same way, practice the same things. :) There have been a lot of innovations by the 'Muslims"'in the name of Islam, thus you can not believe everything said and done by any Muslim as the true Islam.
