Mayor Rudy Giuliani will not be President Giuliani - not that he won't get elected but that his perspective will change. As mayor, he had the luxury of refusing donations from an Islamist in the wake of 9/11. As president, he will have to deal with foreign governments, not just rich donors. It's not clear to me that his performance as mayor, as admirable as it was (he was a beacon in those dark hours when the president was elsewhere), is an indicator of how he will act as president. In the White House today we have a nation builder who scoffed at the notion while he was still a candidate.
