A plan of action

Here is a possible plan of action: Israel should offer all Gazans safe passage to the West Bank in a certain period of time. Those Gazans who choose to accept this offer will be permitted to bring whatever possessions and animals they like with them. Shortly afterwards Israel will shut off fuel, water, and electrical power from Israel to the Gaza Strip. Then Israel's armed forces will destroy Hamas and blow up all the tunnels and confiscate all the tunnel drilling machines.

Afterwards, there will be negotiations with all interested parties on the future of those Gazans who chose safety in the West Bank. Included in the negotiations could be a new election supervised by appropriate external organizations.
