It has been remarked that incorporation of Gaza into Egypt will not of itself end the rocket attacks on Israel. However, it is unlikely that Mubarak would tolerate rogue organisations like Hamas carrying out wildcat acts of war on a heavily armed neighbour, from Egyptian territory, for which the Egyptian government is ultimately responsible.\

I doubt that Mubarak would savour being dragged into a shooting war, at a time and place of someone else's choosing. Of course, all the other arab states would continue to try to use Hamas to fight their proxy war, but Egypt would no longer have a proxy to hide behind.
