The word Israel in the Quran does not refer to the state of Israel which was only founded in 1948, but to Prophet Yaaqoub (Jacob).

Verse 17:104 does not mention the "Promised" land at all.

"And We said unto the Children of Israel after him: Dwell in the land; but when the promise of the Hereafter cometh to pass we shall bring you as a crowd gathered out of various nations."

I have proved from the Holy Quran that the Aqsa Mosque could only be in the Blessed Land, which is most probably modern day Palestine/Israel.
