The most important shrine established for the people is the one in Becca;* a blessed beacon for all the people.

Becca is the place that is still in existence in Israel. Jerusalem lies so close that its in it.
Perhaps that area was only known as Baka at that time. jerusalem was mentioned in 95:3

You see these verses 3:96 & 95:3..
