Can Islam incorporate The Golden Rule

Islam is the only one of the major religions that does not incorporate some form of The Golden Rule. I would suggest it needs to do so to qualify as a religion - a system primarily concerned with the spirit rather than the world. Imams who have been made to understand what The Golden Rule means - a bit of a struggle - react very badly to it and reject it angrily. Perhaps they understand that such a reform would undermine the essential core of Islam, which is conquest.
