I have taken strides to answer to you the verses you have said they promote fight – not self-defense

As you can see these verse will be proven to be self-defense

And many verses you mentioned have nothing to do about fighting

  1. Verse 8:39 - And fight them until there is no fitnah and [until] the religion, all of it, is for Allah . And if they cease - then indeed, Allah is Seeing of what they do.

The words "Fitnah" and "if they cease" – I think you forgot about them

Fitnah – means division between parties and fighting

So if they cease fitnah – implicitly states to stop fighting them

The verse after says –

Verse 8:40 - But if they turn away - then know that Allah is your protector. Excellent is the protector, and Excellent is the helper.

But if they turn away – that is they refuse to accept Islam – know Allah is your protector ….

But it does not mean fighting them

Therefore verse 8:39 does not promote fighting against the unbelievers except in self-defense and to avoid fitnah between the people

  1. Verse 2:244 And fight in the cause of Allah and know that Allah is Hearing and Knowing.

This verse is emphasizing on fighting for the cause of God and not to stay at home or run away from the field like the children of Israel did – see verse 2:246

The rewards of fighting the aggression can be found in verse 4:74-75

  1. Verse 2:216 Fighting has been enjoined upon you while it is hateful to you. But perhaps you hate a thing and it is good for you; and perhaps you love a thing and it is bad for you. And Allah Knows, while you know not.

Fighting is ordained on all Muslims to fight oppression, aggression…. See verse 4:74

The laws of fighting and why Muslims should fight already explained by God in the Holy Quran

  1. Verse 9:5 - And when the sacred months have passed, then kill the polytheists wherever you find them and capture them and besiege them and sit in wait for them at every place of ambush. But if they should repent, establish prayer, and give zakah, let them [go] on their way. Indeed, Allah is Forgiving and Merciful.

The Arabs have sacred months, during which they don't fight, if after the months had passed and the infidels fight again then fight them back. – see the next verse 9:10, 2:190, 2:193

  1. Verse 2:191 - And kill them wherever you overtake them and expel them from wherever they have expelled you, and fitnah is worse than killing. And do not fight them at al-Masjid al- Haram until they fight you there. But if they fight you, then kill them. Such is the recompense of the disbelievers.

This verse is linked to the verse before it 2:190 – fight those who fight you

  1. Verse 4:91 - You will find others who wish to obtain security from you and [to] obtain security from their people. Every time they are returned to [the influence of] disbelief, they fall back into it. So if they do not withdraw from you or offer you peace or restrain their hands, then seize them and kill them wherever you overtake them. And those - We have made for you against them a clear authorization.

This verse is very clear if they do not withdraw from you or offer peace or restrain their hands

The conditions are very clear why Muslims should fight back

  1. Verse 8:60 - And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know [but] whom Allah knows. And whatever you spend in the cause of Allah will be fully repaid to you, and you will not be wronged.

Terrorizing the enemy is legitimate according to this verse – first look at verse 5:56 up to 8:59 and then 8:61

Here are conditions why the Muslims should fight and then 8:61 says if they are inclined to peace then incline to peace you too

  1. Verse 9:14 Fight them; Allah will punish them by your hands and will disgrace them and give you victory over them and satisfy the breasts of a believing people

See verse 9:13 why verse 9:14 – is very clear the reason

Verse 9:13 - Would you not fight a people who broke their oaths and determined to expel the Messenger, and they had begun [the attack upon] you the first time? Do you fear them? But Allah has more right that you should fear Him, if you are [truly] believers.

  1. Verse 17:16 has nothing to do with Muslims fighting
  2. Verse 26:208-209 has nothing to do with Muslims fighting
  3. Verse 8:65 is in relation with 8:60 and 8:61 – reason for fighting
  4. Verse 9:14 repeated
  5. Verse 9:29 - Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth from those who were given the Scripture - [fight] until they give the jizyah willingly while they are humbled.

Jizys is compulsory on non-Muslims, like Zakat is compulsory on Muslims, if infidels or atheists or people of other scriptures do not pay the Jizya then fight them. It is the law.

Jizya is much less than Zakat ordained from Muslims – Jizya is required only from an adult male non-Muslim, while Zakat is required on every member of Muslim family

Jizya is a fix amount annually taken from non-Muslim according to his wealth – Zakat is 2.5% of annual house hold income – Jizya is far less than zakat – Non-Muslims are exempted from many duties on Muslims such as fighting in the Muslim army.

  1. Verse 9:111 Indeed, Allah has purchased from the believers their lives and their properties [in exchange] for that they will have Paradise. They fight in the cause of Allah, so they kill and are killed. [It is] a true promise [binding] upon Him in the Torah and the Gospel and the Qur'an. And who is truer to his covenant than Allah? So rejoice in your transaction which you have contracted. And this is the great attainment.

This is a general statement that God rewards those who fight in his way – according to the conditions He set.

  1. Verse 8:67 is in relation with 8:60 and 8:61 and verses 8:56-59
  2. Verse 5:73 has nothing to do with Muslim fighting
  3. Verse 5:59-60 has nothing to do with Muslim fighting
  4. Verse 2:111 has nothing to do with Muslim fighting
  5. Verses 4:46-56 has nothing to do with Muslim fighting

So as you see these above verse are about fighting on self-defense

Many verses you wrote has nothing to do about fighting
