Does Islam Need to Evolve?

I have been studying Islam over the last year as a result of interacting with many Muslims during a construction project. I was amazed to learn of some of the principals of Islam, some of which are detailed in this article. I have broached the general topic of the division of church and state, central to modern democracy, and this appears to be alien to many Muslims.

Without moderate Muslims insisting on reinterpretation of the Koran there will be little movement in Islam away from the dictatorial and dominating influences which are expressed in their culture. Until such time as Apostates are treated equally I am unconvinced that Muslim culture can or will change.
