Your two aya say the Koran asks for consultation. The question to be asked is, is there any place in this for non-Muslims in these consultations? If no, then there is nothing more to be said, it is just a dictatorship of Muslims for Muslims and by Muslims.

If yes, then what will you do about 3:85 which says that if anyone desires any religion other than Islam it will not be accepted of him? Are you going to consult him about his choice of religion?
