Karloff (United States), Apr 28, 2003 at 09:54 First: We must find and destroy their weapons of mass destruction so that Iraq cannot destabilize the area or be a supplier of weapons for Muslim terrorists.Second: It should be made clear that a theocracy will not be tolerated; a caretaker government independent of religious influence must establish a democratic system of government using the USA constitution as its model. Third: The issue of time before total independence should be directly linked to the time it takes them to implement the first two stages; thus the time to independence becomes their responsibility. Fourth: The total financial cost to the USA, from invasion to departure, be borne by a tax of all Iraq's oil revenues. I suggest a 20% tax and require that the oil output is at maximum capacity. In addition I suggest that the USA purchase as much of the oil as possible in order to reduce its dependence on other suppliers, i.e. Saudi Arabia etc. Note: Opinions expressed in comments are those of the authors alone and not necessarily those of Daniel Pipes.
