Did the US inch to democracy in steps?

Why would it be a problem for a populace to have so many choices that a democracy would bring?

Did not the United States form a nation in one giant leap based on the ratification of the Constitution?

Oh wait, I guess our security means even we have jumped to far (back in 1787) and we need our government to take it back...one PATRIOT ACT at a time.
