The law is clear everywhere that where there is a life or death choice of medical treatment, the patient rather than the state makes the decision. Remarkably, however, where the life or death of the state hangs in the balance, the people of Israel have, in contravention of democratic norms, not been allowed to decide by either a referendum or an election.
