Can the Muslims condemn acts of terror by their clan and say it has to be wiped out

The USA, Europe,Gulf or India, will the so called "good" Islamists preach aginst terrorism- If they can why are the so called Madrassa's or the religous schools still preaching and teaching their young ones to hate everyone who is not an Islam!
