Let's simplify this

There's a simpler and much lest costly way to curry favour in the Islamic world using NASA resources, and it's more along the line of what they want: Send a couple of rocket engineers and ballistics experts to help Iran with their ICBM program. They've got the basic technology for building and affixing the warheads but so far they've only been able to successfully test suborbital missiles; they can't shoot much farther than Israel. Clearly they could use a little American know-how to get over this bump, and NASA happens to have the expertise in the requisite fields. This would be much simpler, cheaper and faster than taking interns for years and years before a handful of them have the required expertise to expert back with them when they return home.
