From a tactical standpoint the IDF should have taken control of the ship. That can be done either by disabling the technical facilities like steering or by forcing the people who are actually in control of the ship. These people are not the passengers on deck but the officers. I conclude exposing soldiers to the passengers was counterproductive to begin with. Another choice is wether to take control of the ship while at sea or in the port. As soon as Israel takes control of such a ship while at sea they are responsible for it, but what to do with it ?

I would rather advocate to let the ship into the port and have the steering destroyed there with little risk of people drowning. That would allow the IDF to disengage. The ship's owners and the people running the port would inherit that expensive problem. As for public opinion it would make more sense to produce video material of weapons being unloaded rather than destroying them before.
