"Everyone knows there's a difference between Muslims and terrorists. The problem is no one knows what the difference is."

The Muslim populace in non muslims haven't thought through the implications of that

The terrorists think they can hide among the regular Muslim population, and that looking for them would be like looking for the proverbial "needle in a haystack".

That works fine, until somebody decides to just torch the haystack.
