The Protocols of the Learned Elders of Jihad is an eyewitness account of a Secret Congress of Adherents, which took place in Kandahar, Afghanistan on June 24th, 1998. Among the Elders present were representatives of the Balkan countries, the Middle East, Africa, Asia, and the former republics of the USSR - Chechens, Uzbeks, Kazakhs, Kyrgyz, Dargins, Lakks, and Tatars.
