Islam and women

How do you explain the following: 1) Girls can be married off at the age of nine - let us also understand that a 9 year old is hardly capable of dissent to parental and social pressure. Islam should have had explicitly prohibited that marriage age. Why did not it? 2) Women inherit property 1/2 of that men.
