The UAE is an absolute monarchy (dictatorship), the people of the UAE do not have the right to chose their government, and they don't want that right for the time being. With this concentration of power, you will get abuses at different level of government, Sheikh Issas case is not unique, and will not be the last one. Having said that, it is far fetched to blame Islam for this deranged sheikhs behavior. It is the equivalent of blaming the entire western civilization for Hitler's crimes.
