For whose benefit do Governments work?

All governments supposedly work for the benefit of "people", an amorphous Mass to which now and then lip sympathy is paid. But, they don't care for the individuals who make up the "people". It is irresponsible to confer nuclear power on people in whom, barbarianism is just below the surface.
