One man's sadistic act need not constitute a blot either on his region or on his religion. This would be generally true. Unfortunately, due to Islamic injunctions in support of corporeal punishment, sadistic acts as in this video also get latched on to Islam. Violence occurs either at individual level or en mass all over the world, even as I write this reply. But, if the perpetrator of violence happens to be a Muslim, your Ummah and Islam get special blame on account of violent injunctions of Koran and Sunnah. The remedy is to shun such violent injunctions, though they may come from the book and practices which you consider as holy.
