Magdalene,

Do you how much money was given to "poor" countries? it is in the billions of dollars -- billions with a "b". I think that those poor countries should be responsible for the large amount of aid they get; they should monitor the aid and give it to the people rather than go directly to the dictator's own accounts in safe-heavens; we all know who they are. Giving money is not the solution, one must be able to check its use.

Reading you made me somewhat laugh because it is the fruit of a very generous and nice idea, but it is also so naive!!

I live in Paris (France) and can tell you how it is here: whenever someone wants to monitor and check any aid we give, he/she is not elected anymore. Take the case of Francois Zimeray who used to be a Deputy at the European Community; he was not renamed to his post because precisely he wanted to monitor the aid we give to "poor" countries. Remember that there is terrorism everywhere in this world -- those are the people who get all the money.

I would love to agree with you Magdalena, but unfortunately, I just can't.
