There are other costs not stated in the article:
-- Extensive monetary costs. Not just for the Military, but in rebuilding Iraq
-- Cost of American lives.
-- Cost of Innocent Iraqi lives.
-- Saddam maintained a peace between Shiites and Sunnis that is now gone and resulting in deaths
-- Saddam was also an enemy of Al Quaida and may have become an ally if handled properly.

As far as weighing positives and negatives, that is a value judgement.
