Islam did not exit in the way we know it now that early around 692CE when this complex was built and more likely that not it was supposed to be the cultic site for what was to become Islam and yes Mecca is a late construct and the significance of Mecca became apparent at the time of Harun al-Rasheed when his mother al-Khayzuran visited al-Hijaz and this took place in the 3rd century of islam and she announced among other things that she located the home of Muhammad in Medina which is not unlike the story of Constantine's mother's visit to Jerusalem some 500-600 years before

The purpose for its construction, or rededication, as a Muslim SHRINE (not mosque) was to connect Islam with Christianity, and to awe Christians into converting to Islam.

Well if you read the inscriptions written at the time of Abd al-Malik (circa 692CE) it becomes very clear that this could very well be the old Syro-Arab non Trinitarian Christianity and the diatribes of this brand of Christianity (also Nestroian Christianity) against Trinitarian Christianity and the term Muhammadan abd Allah could very well be read as Jesus who was the praised the servant of Alaha (Syriac) in Syro-Arab Christianity

I urge you to read Christoph Luxenberg reading of these inscriptions and you will find it in The Hidden Origin of Islam however you need to know Arabic and Syriac and here is the link but this should not stop you from reading this great work
