What about Iran?

There is a general consensus that Iran can be democratized so why not Iraq? Is it because Iraqis are Arabs and Iranians are not? Maybe Arabs, who brought Islam to the world (and not much of anything else), fear that with the passing of Islam they will lose their only identity and the sanctity of their barbaric ways.
