Did the Bush Administration know?

Your historical comments on the failure of non Muslims to successfully implement rule over conquered Muslim nations is a lesson that the Bush Administration should have known prior to their invasion of Iraq. Did any of the administration know any of this history? If they did and proceeded as they did, are they not culpable for the situation we find ourselves in?
