How many Palestinians would have been killed by Israel had the Palestinian Arabs not have provoked retaliation by suicide bombings or other violence? Has the Israeli government ever had a program to deliberately kill Arabs?

I know that they have tried and succeeded at killing some who have either done or planned violence against the Israelis. Does it matter who starts it? Apparently not, the instigator seems to be immune to any blame in this situation while the responder gets all the blame.
How many Israeli Arabs have been killed by the Israelis? How many Palestinian Arabs have been killed by other Palestinian Arabs? How many Jews are living in the Palestinian territories? Are there any at all in any position of authority? Are there not Arabs in the Knesset? Don't Israeli Arabs have more rights than the Arabs in Palestine or indeed in any other Arab dominated territory?
