Is Islam a religion, or an ideology?

I cannot seem to settle this question for myself. I'm sure all religions have a little ideology in them, but it seems only Islam gives itself the authority, or perhaps the imperative, to subject all mankind. This seems more akin to totalitarian ideology.

To change the subject, wouldn't it be proper if we could safely interview all the victims of sexual abuse at the hands of the Mullahs. But that'll never occur....
