President of Palestine

Can someone tell me if Arafat and of course now Abbas ever were actually 'Presidents'? I read somewhere that under the Oslo accords Arafat was only allowed to use the term 'Chairman' of the PA. I've asked this question many times but haven't recieved an answer one way or the other. I hope this site can help.
