There is one group of people who have to put their money where their mouths are with respect to the definition: insurance companies. Travel insurance, for example, normally has a separate entry for war and/or terrorism. Either they are not covered, or covered with a higher premium. So it might be an idea to check out the definitions they use. They usually involve such ideas as violence intended to threaten the public and initiate political change. That probably doesn't cover 100% of everything people label as terrorism, but it covers an awful lot.
