Actions that we call "terrorism" happened before are happening now and unfortunately will happen in future.

These actions (were,are and will be) perpetrated not by governments, armies but groups of people or indviduals with only one purpose- murder of innocent men, women and children. We can't call them military actions. Bombing Pearl Harbor was a military action, perpetrated by Japan, bombing Drezden and Hamburg-military action of USA and Britain. Do we need to rename nonmilitary actions of murder? Why? We already have the word-"terrorism".
