I think daniel kennedy almost got the definition right.

Terrorism is, "violence against non-governmental, non-combat targets for socio-political or religious purposes."

Beruit, Kobar Towers, the Pentagon, and even the Fort Hood attacks are all not terrorist attacks; even though the attack on the Pentagon, and the failed one speculated to be on the White House, were part of the campaign of attacks that included then terrorist attacks on the Twin Towers.

I'm a retired veteran. Attacks on soldiers in garrison are valid miltiary attacks, not terrorism. Attacks on military members in uniform at home aren't terrorism; but attacks on their families and their families homes are. Spouses and children didn't sign up to fight and kill people. You want to shoot me, or blow me up while I'm in my truck and wearing BDUs on the way home, I'm a vaild military target. If my family is in the vehicle with me, or at home with me, then shooitng at the home or blowing it up is a criminal act of terrorism. Yes, that means the drone assassination campaign sanctioned by the Bush and Obama Administrations are terrorist attacks, and both Presidents are guilty of war crimes and crimes against humanity. Neither do civilians, except in those instances where an entire nation has declared war against another.
