Merah's apprehension sooner would have saved lives

Merah's case exposes two blunders. First he was observed by French intelligence services and questioned about his trip to Pakistan. Secondly he was on the US no-fly-list. I understand that people make mistakes in the real world and Merah's intentions were misjudged . What I do not understand is why this information about him was kept secret. All I am asking for is a list of no-fly-undesirables and terrorist suspects who live in my neighbourhood. I am not calling for a witch hunt. All I want is to have a substantial basis for judging my environment. Maybe the ordinary people can protect each other better than the police can. I can find hairdressers and dentists in the telephone register. Why can't I find the terrorists when they are perfectly known?
