Not buying it

The Russian have not done anything like this with any other state, for example China, which is a greater threat then Israel to Russia. Why would Russia care whether Israel had nuclear weapons or not? It's not like Israel would be using it against them.

I would suggest a better scenario is that Nasser's Egypt was concerned that Israel would get nuclear weapons, and once Israel did then there would be no way of Egypt or the Arabs of destroying Israel. So Nasser decided to act before Israel's atomic bomb went live.
