Your 4th Option is Ill-Advised

The US has no strategic interest in nuking the entire Arab (or Muslim) world, to say the least, so making that your ultimatum is absurd, at best. Allowing people with dubious philosophical, ethical, religious, and political outlooks to "go ahead and build all the nukes you want" is, quite obviously, a recipe for worldwide disaster.
