How will that stop the rockets?

I don't understand how Pipes's idea will stop the rocket attacks against Sderot. Dr. Pipes just states that, without giving any explanation.

The Gaza armament anyway comes smuggled through Egypt.

And in any case, making a formal declaration that territory X belongs to country Y doesn't make any actual change.
