Aren´t you missing the point about the Charity Commission? Their brief appears from the quote you make to be safeguard the ´charity´ concerned, (´risk of ..abuse TO the charity´)not to investigate whether the charity is really charitable. There is, I believe, a set of laws which determine whether a particular group qualifies as a charity. Churches, for example, in England, are sort of automatically entitled to claim charitable status; in its wisdom the legal system doesn´t choose to distinguish between particular ´religions´.There must be a system of investigation to prevent abuses, but that doesn´t seem to be the role of the people your correspondent addressed.

That the commission employee pointed to this pamphlet CC47 as governing her decision prompts me to interpret it as I did. I see nothing else in the pamphlet that comes closer to explaining her verdict.
