I hope that I do get it.

The right to free speech I understand is a bulwark and building block of Western Civilisation.

Hence the saying. "I might not agree with what he says but I will defend his right to say it"..

This informs our laws of free speech..

But although we may have a right to say whatever we like we have had that ideal eroded to a point for practical purposes. We are not free in any modern western country to publish racial hatred or to incite violence or murder.

It is also prudent to bite our tongues and refrain from the inflammatory remark. It does not cost us our freedom to do that.. This is what I mean by reigning in.
