It seems quite clear from Pacepa's writing that Soviet Russia was in the business, in the 60s and 70s of creating liberation organizations. It's most successful, in my opinion, was the PLO. It was created in Moscow in 1964 where its Charter was drafted, creating the so called "Palestinian Arab People" and their passion for self government in the preamble, corroborated only by the first 422 members of the Palestinian National Council. That was created contemporaneously. Each of its members were handpicked by the KGB. The Soviets also created a liberation organization in Bolivia and Columbia. One more for Armenia. an a second one for Palestine. If my memory serves me, the Armenian Liberation Organization, or some such title was quite successful in blowing up offices of American airline offices in Europe.
