Why did we not send milk packets?? How can you ask such a ...question?

The U.S. and many other nations sent billions of dollars worth of aid "packets" to Saddam for his people. That was stupid, also. He made a few photo ops and then sold every dime of it. His biilions in American dollars were found stashed bottom to top in semi-tractor trailers.

The Iraqi's got not one thin dime of world aid sent to Iraq.
