The most important disengagement has to be the immediate end to knowledge and technology transfer to Islamic regimes, and although the IAEA is 'global' most of the knowledge is Western -

http://regimechangeiran.blogspot.com/ discusses the following, in relation to sanctions against Iran,

- Stopping IAEA technical assistance to Iran, which amounts to a few million dollars a year.
- Preventing Iranian scientists from participating in IAEA conferences.
- Preventing Iranian students from studying any subject abroad that could be related to the development of weapons of mass destruction or dual-use technology that could be used for these purposes.

ie lets keep weapons out of their hands, UN
