Should have voted for the crook

I don't know who ran the successful "Vote for the crook. It's important" campaign in Louisiana in 1991; probably not the winner. Edwin Edwards. And perhaps if Edwards' corruption had cheated & impoverished his constituents to the degree that Fatah has the Palestinians over the years, then David Duke might have won. But apparently nothing like this was tried--why not?
