Trying to deal with Hamas or any other terrorist organization it like trying to deal with cancer. Prehaps you can retard its growth through the use of specific medicines but those remedies must be applied judiciously and continually over a great length of time. Prehaps you can excise the cancer surgically by identifying its specific character and growth patterns but then you must remove all of the cancer lest any remaining bits metasticise and spread to other parts of the body.

However you choose to deal with the cancer you must make sure that you have solved the problem and not made things worse through oversight or assumption of victory. The patient must be closely monitored over a length of time to insure that the cancer does not reccur.
