Why Saddam might have bluffed

See Hasselkorn, "The Continuing Storm", Yale University Press for the theory of terrorist deterrence, and how events seemed to confirm Saddam in the view that he had succeeded in deterring us to such an extent four other nations were striving to achieve a similar situation - this theory involves more than nw - also cw and bw. This book describes a "concrete warhead" fired without active agents in 1991 - so we could confirm he had the ability to launch cw/bw by missile - normally impossible due to heat at reentry. It does not state where that technology came from, but it came from China, which wished us into another Vietnam - and did what it could to see we got hurt (according to Willi Wo Lap Lam of the South China Morning Post).
