This book describes a "concrete warhead" fired without active agents in 1991 - so we could confirm he had the ability to launch cw/bw by missile - normally impossible due to heat at reentry. It does not state where that technology came from, but it came from China, which wished us into another Vietnam - and did what it could to see we got hurt (according to Willi Wo Lap Lam of the South China Morning Post).Good article.
