"The imposition of jizya upon non-Muslims is mandated by the Qur'an 9:29:

Fight those who believe not in Allah nor the Last Day, nor hold forbidden that which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizyah with willing submission, and feel themselves subdued.^[16]

This is the only Qur'anic verse that enjoins struggle against people of the book.^[17] Patricia Crone states that this verse is the only Qur'anic verse which seems to endorse war of aggression, however if read as a continuation of previous verses (Qur'an 9:1-23), it would be concerned against a particular group of "dualists" (musyrikun) who are accused of oath-breaking and aggression (cf. Qur'an 9:30)^[18]"
