I know of no historical parallel in which a majority population accepts the customs and even the criminality of a poorer and weaker immigrant community.

That is certainly true of Israel. Israeli authorities are generally tolerant of the absence of law and order, non-code building, drug-running, non-license gun possession disorderly discharges of firearms, and rampant tax evasion in Arab neighborhoods or towns and villages. The police stations are generally located at the outskirts, act as embattled forts, and provide no policing beyond SWAT-like incursions when things get out of hand. The ability to project force is there, in military, not civil police style, as in jewish neighborhoods, because the police are intimidated by frank violence should they try to impose authority the soft way. You can look up the Rahat riots les than a fortnight a go.


In a way the Palestinian Authority is just a larger, more powerful limited access zone within the Jurisdiction of the Jewish State. all essentials, including of protection against Hamas and Daesh, water electricity communications foreign travel health services are provided by Israel, while the PA is a semi-autonomous terrorist enclave which projects violence outside its porous limits, and is subject to incursions by the eminently more poweful but timid Eurabian State, fearful of both Muslim violence and Media sympathy for the "underdog"
